A Simple, Free Tool to Support Compliance with the FNS New SUA Rule

The U.S. Department of Agriculture’s (USDA’s) revised rule for Standard Utility Allowances (SUAs) requires states to base SUAs on low-income household utility costs, distinguish between heating and cooling vs. other utilities, and use data that reflect the state or geographic regions within the state.

Westat created the Supplemental Nutrition Assistance Program (SNAP) SUA Calculator to help states meet these new requirements for 2026—quickly, confidently, and at no cost.
