Stephen Bernas is an Associate Vice President for Technology and Digital Solutions and an IT expert with more than 25 years of experience in computer systems for Westat’s largest, most complex field studies.
Since 2023, Bernas has been a senior technical advisor to the National Assessment of Educational Progress (NAEP). He led the implementation of robust quality control processes via unit testing across the entire AMS codebase. He also applied his expertise to ensure adherence to industry standards and best practices, resulting in consistently high-quality deliverables.
Since 2017, Bernas has also served as systems director for the U.S. components of the Program for International Student Assessment (PISA) and the Progress in International Reading Literacy Study (PIRLS), with large data collections for these surveys conducted simultaneously.
Until 2023, Bernas was the director of IT for the National Health and Nutrition Examination Survey (NHANES), Bernas oversaw all aspects of continuous NHANES operations and led a team of analysts, database administrators, developers, testers, and infrastructure specialists. He monitored all NHANES IT systems, was responsible for system design for all pilot tests and feasibility studies, and ensured that all systems were in accordance with client specifications and expectations to meet the study’s nearly 24/7 data collection requirements.
