Shauna Harps, PhD, is a Principal Research Associate for Education Studies with nearly 20 years of experience providing technical assistance and conducting research in education and human services. Her clients have included local and state education agencies (LEAs and SEAs), state and federal government agencies, institutions of higher education, and foundations. Harps has supported client efforts to improve educator recruitment and retention, teacher diversity, equity in education, digital connectivity and inclusion, child welfare outcomes, and performance measurement and management. She provides leadership on program evaluations and research studies, develops evidence-based resources, and helps build clients’ capacity to collect and use high-quality data and make system-level changes.
Harps is a state co-lead for ED’s Region 5 Comprehensive Center, Project Director for an evaluation of AT&T’s Connected Learning program, and subtask lead for the Center to Improve Program and Project Performance. She is also in the leadership group for Montgomery Moving Forward, a collective impact initiative in Montgomery County, Maryland, that was established to address community challenges through cross-sector collaboration.
