Overview

Kevin Baier, PhD, is an economist and Principal Research Associate for Social Policy and Economics Research with 12 years of experience in program evaluations, and policy and econometric analysis. He has evaluated USDA programs, including SNAP, using SNAP administrative data and other program-related data. His recent work has included USDA econometric impact evaluations of the Food Insecurity Nutrition Incentives (FINI)  grant program and Able-Bodied Adult Without Dependents (ABAWD) work requirements; and an impact and outcome evaluation of the DOL TechHire and Strengthening Working Families Initiative (SWFI) grant programs for employment and training of low-skilled workers. He has also evaluated Maryland Medicaid programs, consumer financial and liquidity constraints, and various Federal tax policies on consumption spending.

Baier has worked with many secondary data sources, including Unemployment Insurance (UI) data, Medicaid data, and consumer household expenditure and finance data. He is experienced in conducting analyses within randomized control trial and quasi-experimental research designs. Baier is a key contributor and writer for reports, briefs, presentations, and journal articles; and is an expert in data analytics and the application of quantitative methods. He is an expert user of R, Stata, SAS, and MS Office.
