Jacqueline Hogan is Vice President and Practice Director in our Large Surveys Practice with long-standing expertise in project management for large-scale household and education surveys as well as IT management experience on international and national studies. She has directed technical and business performance on several of Westat’s most complex data collection efforts, recruiting and directing technical staff and partners, developing business plans, creating and managing systems development projects, and collaborating with clients to ensure that the most appropriate methodologies and technologies are employed to ensure project success.
Since 2015, Hogan has served as the project director for the National Health and Nutrition Examination Survey (NHANES). In this role, she is responsible for the successful technical and financial performance of this large-scale household data collection and physical health examination survey. She directs and oversees staff performance on many simultaneous tasks and complex activities, and manages a staff of statisticians, survey design and operations specialists, medical and health data collection design and operations specialists, physical operations and advance arrangement specialists, IT and security professionals, and a full-time traveling field staff.
Hogan is also Westat’s project director for the Programme for International Assessment of Adult Competencies (PIAAC) conducted in the U.S. She directed all sampling, data collection, IT development, and reporting activities for the 3 rounds of data collection for the U.S. participation in this international survey of adult literacy and numeracy conducted in 2014, 2017, and 2023.
