The U.S. Department of Education (ED) published the 45th Annual Report to Congress (ARC) on the Implementation of the Individuals with Disabilities Education Act (IDEA), 2023 (PDF). For over 30 years, Westat has helped to produce this report on how the country is implementing the special education law.
The report provides data to Congress to support funding programs and projects to serve the educational needs of children and youth with disabilities.
Stakeholders across the country can use the annual report in their work to:
- Set program and project priorities and fund requests that align with data trends
- Engage states about ways to calculate and display their data or review data quality issues
- Make decisions about data quality improvement efforts
- Locate studies or evaluations that address a specific question of interest in the state—the ED website has reports available going back to 1995
