Courtenay Kessler, PhD, is a Senior Research Associate for Social Policy and Economics Research. She has more than 10 years of experience conducting research and technical assistance projects related to public health, nutrition, and human development. She has extensive training and experience in quantitative methods, including analysis of administrative data, multilevel modeling, latent profile analysis, and quasi-experimental designs. Kessler has a strong background in qualitative methods, leading interviews, focus groups, and observations. She conducts quantitative and qualitative research, leads quantitative project tasks, and contributes to reports for a range of audiences.
Kessler’s work focuses on federal nutrition assistance programs, especially the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and the Supplemental Nutrition Assistance Program (SNAP). Kessler directs the WIC Eligibility Estimates Report and leads the development of WIC electronic benefit transfer data collection efforts for the WIC Participant and Program Characteristics study.
